Black Pearl Capital Welcomes Approval for Transformational Bromborough Wharf Regeneration Scheme

Black Pearl Capital is pleased to announce that Wirral Council’s Strategic Applications Sub Committee has granted outline planning permission for the Bromborough Wharf regeneration project. This landmark decision paves the way for the revitalisation of a 23.5-hectare brownfield site off Dock Road South in Bromborough, bringing forward an ambitious scheme to deliver up to 975 new homes and extensive public amenities.

The project, led by Grammont Group and Bromborough Riverside Regeneration Ltd, aims to transform this previously industrial site into a vibrant riverside community. The development will include a diverse mix of housing options, extensive green spaces, and a brand-new River Mersey promenade, opening up access to the waterfront for the first time in decades. In addition to much-needed housing, the scheme will deliver more than 3.5 hectares of public open space, new walking and cycling routes, children’s play areas, and improved public transport links.

Reza Irani Kermani, Chief Executive of Black Pearl Capital, welcomed the approval and acknowledged the collective effort that has gone into bringing the project to this stage:

“Securing planning permission for Bromborough Wharf is a milestone moment in our vision to transform this site into a thriving community. This achievement reflects the dedication and hard work of everyone involved, from our team at Black Pearl Capital to our partners, consultants, and local stakeholders. I want to personally thank everyone who has contributed to making this a reality. We look forward to working closely with local developers and registered providers to bring this vision to life.”

Abbas Jafarian, Chief Operating Officer of Black Pearl Capital, highlighted the impact the development will have on the area:

“Bromborough Wharf is a truly transformational project that will create a sustainable, well-connected community while respecting the site’s industrial heritage. The scheme has been carefully designed to deliver high-quality homes, new public spaces, and improved transport links, ensuring long-term benefits for Bromborough and the wider Wirral region. We are excited to move into the next phase of this development and work with partners to deliver on this vision.”

The approval of Bromborough Wharf represents a significant step in realising Wirral’s Local Plan 2021-2037, which identifies the site as a key location for housing development. With demand for new homes in the area already high—more than 470 individuals have registered their interest—the project is set to play a crucial role in addressing local housing needs.

With outline planning permission now secured, Bromborough Riverside Regeneration Ltd will continue to collaborate with stakeholders to refine and deliver the next stages of the development.
